POSITION OVERVIEW
The Senior Manager leads execution of state legislative, regulatory, and advocacy strategies that support the growth, sustainability, and impact of public funding and policies. This position managesstate-level activities,implements processes and standardprocedures, and provides expertise in state policy and legislative matters. The Senior Manager serves as a subject matter expert in state government relations and builds strong relationships with both state and local policymakers to advance support for the client's programs. This position monitors program opportunities at the state level and identifies challenges and solutions to advance our mission and purpose.
ESSENTIAL DUTIES & RESPONSIBILITIES
40% | Operational Oversight
- Lead day-to-day state government affairs strategies and operations.
- Advance state legislative and regulatory priorities set by senior leadership.
- Track and assess state policy trends and legislative developments affecting home visiting programs and related initiatives.
- Provide technical guidance and expertise on state government relations and legislative matters.
- Evaluate the impact and effectiveness of state advocacy initiatives and regional strategies.
- Identify operational challenges in state affairs and implement practical solutions.
- Plan and prepare for high-impact state legislative or regulatory events.
- Identify emerging state policy risks and opportunities and recommend actions.
25% | Advocacy Relations
- Execute state legislative, regulatory, and advocacy strategies to advance policy priorities and funding goals.
- Build and maintain relationships with state associations, stakeholders, policymakers, , and funders to support the client's programs.
- Lead development and management of state agency and partner government relations support plans.
- Coordinate grassroots advocates and stakeholder partnerships to meet state advocacy objectives.
- Maintain consistency and quality in state-specific advocacy materials.
- Position the client as a trusted resource for state policymakers by providing a sound voice and expertise on key policy issues.
25% | People Leadership
- Lead state affairs team, provide ongoing coaching, and performance feedback.
- Set clear performance goals and monitor achievement of objectives.
- Provide coaching and capacity-building opportunities to strengthen team skills.
- Identify talent gaps and recommend staffing or development solutions to optimize team effectiveness.
- Equip team and volunteers with the resources and tools for effective advocacy.
- Promote collaboration, knowledge sharing, and cross-region coordination.
10% | Reporting & Communication
- Track, analyze, and report on state policy developments and trends.
- Prepare progress reports on state advocacy metrics, legislative, and regulatory developments.
- Ensure timely and accurate data submissions in Salesforce, Quorum, and other reporting systems.
- Communicate updates effectively to internal stakeholders.
- Translate complex state policy information for internal audiences.
- Coordinate multi-stakeholder advocacy campaigns to advance state-level policy priorities.
- Develop and maintain issue briefs, fact sheets, and policy talking points tailored to state audiences.
- Monitor and report on state legislative sessions, committee hearings, and budget proposals.
- Represent the client at external events, coalitions, and working groups to amplify advocacy impact.
KNOWLEDGE, SKILLS, & EXPERIENCE
- Bachelor’s degree in political science, public administration, public policy, or a related field required.
- Master’s degree in public administration, health care administration, public policy, or a related field preferred.
- Minimum 7 years’ experience in state lobbying or advocacy, including legislative and regulatory processes, budget cycles, and work with elected officials.
- Minimum 7 years’ experience developing and executing strategic and tactical plans at the state level.
- Minimum 7 years’ experience influencing state funding decisions, policies, and legislation through lobbying, advocacy, and education.
- Minimum 7 years’ experience managing contract lobbyists with knowledge of lobbying strategies and compliance requirements.
- Minimum 7 years’ experience building and managing coalitions and partnerships.
- Minimum 5 years’ experience in people and program management.
- Proven expertise in state legislation, budgets, government operations, regulatory processes, coalition-building, advocacy strategy, and performance monitoring.
- Strong organizational, negotiation, verbal, and written communication skills.
- Knowledge of public funding, policies, and programs that support maternal and child health and/or two-generation initiatives, including Title V, TANF, and MIECHV
SUPERVISORY RESPONSIBILITIES
This position reports to theDirector, Policy & Government Affairs and may have up to six direct reports.
