Compensation Range: $141,283.33 – $164,539.71

Are you a strategic policy leader passionate about improving systems that serve families? We’re seeking a visionary Director of Policy & Government Affairs to drive our client’s national policy agenda, expand equitable access to evidence-based programs, and build high-impact government and advocacy partnerships.
In this role, you'll shape the future of home visiting policy by combining deep expertise in government relations with innovative, equity-centered policy development. As a key member of our clients’ leadership team, you will guide strategic advocacy, inspire a high-performing team, and elevate their influence at both federal and state levels.
What You’ll Do
Strategic Leadership (40%)
- Set vision and priorities for the Policy & Government Affairs department in alignment with national growth and strategic goals.
- Lead workstreams in federal and state affairs, guiding the team through high-level policy initiatives and operational execution.
- Represent the organization in national policy forums, building coalitions and partnerships that extend their impact.
- Collaborate across departments and with stakeholders to amplify learning and drive policy outcomes at scale.
Policy Development & Innovation (30%)
- Spearhead policy efforts related to Medicaid reimbursement, TANF, Pay for Success, and other innovative funding mechanisms.
- Advance initiatives that promote health equity, sustainability, and programmatic excellence.
- Develop advocacy materials, policy statements, and position papers to support strategic messaging and engagement.
- Identify entrepreneurial opportunities to strengthen revenue and long-term sustainability.
Stakeholder Engagement (20%)
- Cultivate strong relationships with policymakers, coalitions, and national partners.
- Serve as the organization’s lead policy spokesperson and champion thought leadership in the home visiting field.
- Guide liaison activities with the Board of Directors’ Public Policy Committee and manage external consultants.
Team Supervision & Development (10%)
- Lead and mentor a skilled team, ensuring operational execution and professional development.
- Coordinate strategic input across departments and maintain rigorous internal policy workflows.
Requirements for the Director:
- Master’s degree in Public Policy, Public Administration, Law, or related field.
- 10+ years’ experience in policy, government affairs, or advocacy, including 5+ years in federal policy or Capitol Hill.
- 8+ years of people management experience in direct or matrixed settings.
- Expertise in federal and state legislative processes, health and human services funding, and evidence-based program structures.
- Deep knowledge of programs like MIECHV and FFPSA, and experience in Medicaid financing.
- Skilled at coalition-building, advocacy strategy development, and stakeholder engagement.
- Proven success in change management, business development, and revenue innovation.
- Exceptional communication skills with a track record of thought leadership in early childhood or home visiting policy.
- Willing and able to travel up to 25% annually.
