Job Description:
Reporting to the Property Manager, the Assistant Property Manager supports the daily operations of Low‑Income Housing Tax Credit (LIHTC) communities and other housing properties managed by the organization.
Position Responsibilities:
Tenant Management & Recertifications
- Conduct initial, annual, and interim recertifications in a timely and accurate manner.
- Issue leases, conduct move‑in orientations, review lease terms, and assist with new resident onboarding.
- Enforce lease provisions and recommend lease cancellations as appropriate.
- Ensure full occupancy and coordinate unit turnovers to minimize rental income loss.
- Monitor resident rent accounts, conduct counseling sessions, and recommend legal action for delinquent accounts.
Inspections & Property Oversight
- Perform periodic inspections of buildings, units, and grounds, recommending corrective action when necessary.
- Monitor monthly apartment inspections, housekeeping issues, and conduct follow‑up inspections.
- Oversee property inventory and ensure accurate documentation.
- Respond to after‑hours emergency situations when needed.
Compliance & Documentation
- Ensure compliance with HUD occupancy standards and LIHTC requirements.
- Conduct quality assurance checks on resident files, including move‑ins, move‑outs, recertifications, interims, and work orders.
- Submit required HUD documentation to applicable systems.
- Maintain and update office records, resident files, and related documentation.
Resident Relations & Issue Resolution
- Investigate and resolve resident complaints, including disturbances, housekeeping issues, and liability concerns.
- Maintain accurate records of incidents, resident interactions, and follow‑up actions.
- Provide excellent customer service as a primary point of contact for residents, visitors, and vendors.
Administrative & Office Support
- Answer phones, greet visitors, and manage incoming/outgoing mail.
- Prepare reports, correspondence, and general administrative documents.
- Support meetings, events, and Resident Council operations when requested.
- Observe all safety rules and perform other duties as assigned.
Job Requirements
- Working knowledge of public housing management practices, federal/state/local regulations, HUD guidelines, and LIHTC requirements.
- Strong understanding of tax credit management concepts.
- Familiarity with social and community service programs.
- Excellent administrative, organizational, verbal, and written communication skills.
- Ability to make accurate mathematical calculations.
- Proficiency in computer use, including email, document management, and standard office software.
- Ability to multitask, stay detail‑oriented, and prioritize work efficiently.
- Availability for occasional after‑hours or weekend activities; must be reachable during emergencies.
- Strong judgment, decision‑making ability, and capability to work independently.
- Professional interpersonal skills to maintain effective relationships with staff and residents.
- Valid Virginia driver’s license required and must be maintained throughout employment.
