POSITION OVERVIEW
The Government Affairs Manager advances the mission of the clients programs by strengthening public funding and policies that support families, children, and communities. This role leads state legislativeand grassroots advocacy strategies to ensure the programs not only grow but also thrive long term.A core part of the role is relationship-building -cultivating trust and influence with state and local policymakers, district congressional staff, stakeholders, and funders to create lasting support for our programs.
This is a remote position responsible for advocacy efforts across the Central Region: Arizona, Kansas, Missouri, Nebraska, New Mexico, Oklahoma, South Dakota, Texas, and Utah. The role requires regular travel within this region, as well as occasional travel to other parts of the country for key meetings and conferences.
ESSENTIAL DUTIES & RESPONSIBILITIES
40% |Stakeholder Relations
- Influence state and local elected officials and other policymakers to sustain and grow public funding for all programs.
- Build and maintain bipartisan relationships with elected officials, agency staff, congressional district staff, political influencers, community leaders, coalitions, and other stakeholders.
- Serve as a collaborative thought partner and responsive resource for state officials overseeing program funding and implementation.
- Mobilize grassroots advocates, political influencers, and stakeholder partnerships to advance advocacy goals, including hosted events, forums, and media engagement.
- Manage state lobbying contracts within assigned region, ensuring accountability and performance.
25% | Advocacy & Strategy
- Develop and execute annual strategies and tactics to achieve national and state advocacy goals, state-level policy objectives, funding targets, and public-private partnership goals.
- Track and analyze public policy and funding trends affecting assigned states and implementing partners.
- Expand state- and locally allocated funding opportunities and pursue regulatory changes to improve program efficiency and impact.
- Implement strategies that support national public policy priorities through state-level efforts, reinforcing maternal, infant, and early childhood supports, nurse and mental health clinician workforce, and relevant mental health policies.
25% |Cross-Functional Collaboration
- Collaborate with cross-functional teams to support implementing partners in program execution, blended/braided funding strategies, and compliance with regulatory or administrative requirements.
- Assist in planning and executing PGA-related advocacy events and meetings as needed.
- Be flexible and adapt to changing priorities, political climates, and fiscal conditions.
10% |Compliance Tracking
- Submit progress updates in Salesforce and other reporting systems accurately and on time.
- Maintain compliance with all applicable lobbying laws and regulations.
KNOWLEDGE, SKILLS, & EXPERIENCE
- Bachelor’s degree in Public Policy, Public Administration, Public Health, or a related field required.
- Minimum 5 years of experience in lobbying or advocacy, including legislative and regulatory processes, budget cycles, and working with elected officials or federal, state, and local government agencies.
- Minimum 5 years of experience developing and executing strategic and tactical plans at the state level.
- Minimum 2 years of experience managing contract lobbyists, with knowledge of lobbying strategies and compliance requirements.
- Minimum 2 years of experience building and managing coalitions and partnerships.
- Excellent organizational, negotiation, verbal, and written communication skills.
- Familiarity with public funding, policies, and programs supporting maternal/child health, IECMH, and child welfare, including Title V, TANF, and MIECHV.
- Knowledge of Medicaid, health care systems, or managed care preferred.
- Experience working for an elected official is preferred.
- Ability to travel up to 30%.

This position reports to theSenior Manager, State Affairs and has no direct reports.
