POSITION OVERVIEW
The Senior Manageris responsible forimplementing federal legislative, regulatory, and policy strategies that support the client and its network partners. The Senior Manager manages day-to-day federal government affairs activities, provides technical expertise in federal policy and legislative matters, and serves as a subject matter expert in federal government relations. This position builds and maintains relationships with federal stakeholders relevant to home visiting programs, monitors program opportunitiesat the federal level, and identifies challenges and solutions to advance our mission and purpose.
This is a remote position and requires the individual to be located within a one hour commute of the Washington D.C. metro area.
ESSENTIAL DUTIES & RESPONSIBILITIES
40% | Operational Oversight
- Implement day-to-day federal government affairs strategies and priorities.
- Advance legislative and regulatory objectives established by senior leadership.
- Monitor and analyze federal policy trends impacting home-visitingprograms.
- Provide technical expertise and guidance on federal government relations.
- Track and assess federal policy trends for home-visiting programs and identify potential risks and opportunities in a changing political landscape.
- Set quarterly KPIs for federal affairs and track progress against goals.
- Review and evaluate the effectiveness of federal advocacy initiatives.
- Identify operational challenges and develop solutions.
- Run after-action reviews for major initiatives and incorporate lessons learned.
- Identify and escalate policy or relational risks.
- Lead scenario planning for key reauthorization windows.
40% | Advocacy Relations
- Execute bipartisan federal government affairs strategies including direct lobbying on priorities such as MIECHV reauthorization, Medicaid, maternal and child health, early childhood mental health, economic mobility, and evidence-based programs.
- Manage and maintain relationships with federal elected officials and agency staff through meetings, briefings, and events.
- Lead advocacy strategies in partnership with federal stakeholders and coordinate coalitions to advance strategic objectives.
- Track and analyze federal legislation, regulations, and policy proposals that could impact home-visiting programs and related priorities.
- Provide strategic policy advice and recommendations on advocacy priorities, timing, and positioning.
- Prepare concise issue briefs, talking points, and policy guidance for internal staff and external stakeholders.
- Respond to urgent legislative or regulatory developments in coordination with leadership.
10% | People Leadership
- Lead federal affairs team, provide ongoing coaching, and performance feedback.
- Set clear performance goals and monitor achievement of objectives.
- Provide coaching and capacity-building opportunities to strengthen team skills.
- Identify talent gaps and recommend staffing or development solutions to optimize team effectiveness.
- Equip team and volunteers with the resources and tools for effective advocacy.
- Promote collaboration, knowledge sharing, and cross-team coordination.
10% | Communication & Reporting
- Track and analyze federal policy developments and trends.
- Prepare reports on advocacy metrics, legislation, and regulatory activity.
- Communicate updates to internal stakeholders.
- Escalate high-priority issues to the Director.
- Translate complex policy topics for internal audiences.
KNOWLEDGE, SKILLS, & EXPERIENCE
- Bachelor’s degree in political science, public administration, public policy, or a related field required.
- Law or master’s degree in public administration, health care administration, public policy, ora related field preferred.
- Minimum 7 years of experience in federal government affairs, including work in a Congressional office or federal agency.
- Minimum 5 years of experience with federal legislative, budgetary, and regulatory processes.
- Minimum 5 years of experience conducting federal policy analysis, with familiarity in program evaluation and cost-benefit analysis.
- Minimum 5 years of experience in people and project management.
- Proven expertise in federal legislation, budgeting, regulatory processes, congressional operations, coalition-building, advocacy, and performance monitoring.
- Ability to work with federally elected officials and staff across both political parties.
- Knowledge of federal funding and health care policies for maternal/child health, home visiting, early childhood mental health, child welfare, and Medicaid.
- Excellent written and oral communication skills.
- Ability to travel up to 20% based on business needs.
SUPERVISORY RESPONSIBILITIES
This position reports to theDirector, Policy & Government Affairs and may have up to six direct reports.
